The Government also authorised Defence Minister Jozo Rados to sign an Agreement on Financial Assistance to the Croat component of the Army of the Federation of Bosnia-Herzegovina. The agreement is part of Croatia's international obligations and its purpose is to make the assistance Bosnia-Herzegovina is receiving, regardless of where it comes from, transparent. The agreement is Croatia's contribution to the strengthening of Bosnia-Herzegovina's central institutions, Rados said. adopted a set of conclusions regarding the implementation of the
Programme of Return of Expelled Persons, Refugees and Displaced
Persons, and confirmed amendments to the changes to the Law on
Internal Affairs concerning wiretapping.
The Government also authorised Defence Minister Jozo Rados to sign
an Agreement on Financial Assistance to the Croat component of the
Army of the Federation of Bosnia-Herzegovina.
The agreement is part of Croatia's international obligations and
its purpose is to make the assistance Bosnia-Herzegovina is
receiving, regardless of where it comes from, transparent.
The agreement is Croatia's contribution to the strengthening of
Bosnia-Herzegovina's central institutions, Rados said.
The document covers this year only, and funds which will be granted
come from the budget. It is envisaged that 300 million kuna of
budgetary funds will be allocated to the Federation of Bosnia-
Herzegovina on the basis of the Agreement on Special Relations
between Croatia and the BH Federation.
According to the amendments to the Law on Internal Affairs, which
were suggested by the parliamentary Committee on Internal Affairs
and National Security, the collection of information, especially
wiretapping, should be controlled by parliament. The Government
suggests that control be conducted by the Committee on Internal
Affairs, whereas the operational part would be carried out by a
three-member commission, which would be headed by a lawyer with a
taken bar examination.
The Interior Minister would be obliged to within 24 hours inform the
Commission about the measures taken, after which the Commission
would have to adopt a decision in writing within 72 hours. In case
the Commission gives a negative assessment, control would be
carried out by the Committee.
According to this solution, control would no longer be within the
jurisdiction of the President of the Republic or the Government and
Sabor. This would be an unnecessary burden for the President of the
Republic, First Deputy Prime Minister Goran Granic said.
Today's session also adopted a set of conclusions regarding
obligations, activities and deadlines in the execution of the
programme of return and accommodation of expelled persons,
refugees, and displaced persons. The conclusions bind several
ministries and government bodies to by May 31 collect requests for
return to Bosnia-Herzegovina and by June 10 draw up a new inter-
state agreement on return between Croatia and Bosnia-Herzegovina.
The first meeting of a mixed working group between Croatia and the
Bosnian Serb entity of Republika Srpska should be organised by June
10 as well.
These conclusions request, among other things, the forming of a
data base on temporarily allocated property in the areas of special
state concern as well as on flats in those areas. Also planned is the
establishment of a government working group for coordinating
refugee return issues between Croatia and Bosnia-Herzegovina and
preparing joint projects within the Stability Pact.
