ZAGREB, March 22 (Hina) - The Croatian National Parliament's House of Representatives on Wednesday afternoon resumed its 39th session with a discussion on almost 170 amendments proposed to the draft budget for 2000 and on the draft
proposal on capital investments and projects. Last week the upper house on principle considered the draft budget and refused it in the first reading with votes of deputies of the Croatian Democratic Union (HDZ) and the Croatian Party of Rights (HSP). Today a new discussion on the budget was greeted with disapproval of several parliamentarians. Miroslav Rozic of the HSP wanted to know how it was possible to discuss issues on which they had already voted. According to him, it as a precedent that must not become a practice, or the upper house would start adjusting itself to all wishes of the executive power. HDZ members Zvonimir Puljic and Ivan Brlekovic appeased him by
asserting that the procedure of endorsing a state budget is a
specific and differs from procedures for the adoption of laws.
After that, the House of Counties resumed the debate on the
amendments.
