ZAGREB, Feb 3 (Hina) - The president of the Croatian National Sabor and Croatia's acting president, Zlatko Tomcic, on Thursday said that within six to nine months a process of decreasing authorities of Croatia's President would be
completed. In an interview for the Croatian Television, Tomcic said that it was necessary to change the book of rules of the Croatian National Sabor's House of Representatives and implement electronic voting after each discussion, and not as it was the case so far, namely on Fridays. When asked when would the Sabor pass a decision on decreasing authorities of the president, Tomcic said that this was not about passing a decision, but a process which the Sabor would soon join, based on an agreement of the Coalition Six. ZAGREB, Feb 3 (Hina) - The president of the Croatian National Sabor
and Croatia's acting president, Zlatko Tomcic, on Thursday said
that within six to nine months a process of decreasing authorities
of Croatia's President would be completed.
In an interview for the Croatian Television, Tomcic said that it was
necessary to change the book of rules of the Croatian National
Sabor's House of Representatives and implement electronic voting
after each discussion, and not as it was the case so far, namely on
Fridays.
When asked when would the Sabor pass a decision on decreasing
authorities of the president, Tomcic said that this was not about
passing a decision, but a process which the Sabor would soon join,
based on an agreement of the Coalition Six.
We clearly expressed our standpoints and wish that the division of
authorities in Croatia be significantly changed. In order to
decrease the president's authorities, constitutional changes are
necessary. The parliamentary system should be implemented, and
vice president system should be cancelled. A part of president's
authorities should be transferred to the Croatian National Sabor in
order for its becoming the political centre of Croatia. A part of
authorities should be directed towards the Government in order for
Government to gain a certain autonomy. The final consequence
regarding the Government is that it becomes accountable to the
Sabor and no longer to the president, Tomcic said.
This process will most probably last several months and it must be
approached very carefully and responsibly, said Tomcic.
When asked to comment on relations between the Government and Sabor
and the conflict between two presidential candidates, Tomcic said
it was of crucial importance to see to what extent the Coalition six
would follow their agreements.
