VIENNA, Nov 8 (Hina) - The Office for Democratic Institutions and Human Rights (ODIHR) of the Organisation for Security and Cooperation in Europe (OSCE) has criticised the content of a draft referendum law to be discussed by the
Montenegrin parliament. The ODIHR said at Thursday's regular session of the OSCE Permanent Council in Vienna the draft was "a step back" in relation to previous drafts. Among other things, the draft does not contain any minimum turnout requirement nor does it require the vote of a weighted majority. The ODIHR believes an acceptable content of the referendum law can be adopted only through a political consensus of major political parties in Montenegro. The ODIHR's view was supported by Yugoslavia's delegation, as well as by the delegations of Russia and the US, which believe the key question is stability in South-Eastern Europe.
