Monday afternoon. At the beginning of the conference, SI Secretary-General Antonio Gutierrez condemned last week's terrorist attacks on the United States and stressed the importance of demonstrating solidarity with the victims of the attacks and the American people. The conference was also addressed by Yugoslav and Serbian officials, who said that the prospects of establishing lasting stability in the region were good "since all Balkan governments were elected in a democratic way."(hina) rml
