Commenting on the fact that the United States made its assistance
conditional on Yugoslavia's cooperation with the UN war crimes
tribunal at The Hague (ICTY), implementation of the Dayton peace
accords and the honouring of rule of law, Montgomery said his aim
was to overcome making conditions as it was of no use when somebody
felt they are forced do this or that.
The diplomat expressed his belief that even without conditions set
by the U.S. Congress, Belgrade had had intention of honouring
obligations it assumed such as the Dayton agreement and UN
resolutions.
Montgomery said he was expecting that also this year Washington
would directly forward financial assistance to Montenegro, and
added that the US Administration's stand on the matter remained
unchanged and he added: democratic Montenegro in democratic
Yugoslavia.
