The adopted amendments foresee that fees for the conversion of farmland into built-up areas will be cut from 50 to 5 percent of the land's market value and from 100 to 10 percent if the land is particularly valuable and if it is arable.
The amendments also change criteria for pre-emptive purchase and lease of farmland.
Following the government's motion and on the recommendation of the parliamentary committee on the Constitution, 79 members of the ruling coalition voted for launching the procedure for amending the Constitution so that the rights and entitlements of Croatian Homeland Defence War veterans and their families are regulated by the Constitution.
The motion was passed with two more votes than necessary, with three deputies of the Independent Democratic Serb Party (SDSS), a junior coalition partner, abstaining from the vote.
The Sabor approved the increase of the current 20-strong Croatian contingent in the international KFOR mission in Kosovo to 25 in 2012.
It greenlighted the deployment of two Croatian Armed Forces members to the "Unified Protector" peace operation. Operation Unified Protector is a NATO-led naval and air operation to enforce the arms embargo and the no-fly zone against Libya in support of United Nations Security Council Resolutions 1970 and 1973 during the 2011 Libyan armed conflict. The two Croatian officers will be deployed in the naval segment of the operation, headquartered in a base near the Italian city of Bologna.
Legislation regulating access to information was adopted, after its first adoption was annulled by the Constitutional Court, which found that it had not been passed with the required majority.
MPs ratified the Convention on the Reduction of Statelessness and a EUR 150 million loan agreement for the development of the economic recovery policy, signed with the International Bank for Reconstruction and Development.
They also ratified three agreements on provision of funds from EU IPA programmes for cross-border cooperation.
Also accepted was a report on the work of the National Committee overseeing EU accession negotiations in the second half of 2010.
The parliament resumes its session on 8 June.
