ZAGREB, April 25 (Hina) - The head of Croatia's State Geodetic
Administration, Zeljko Bacic, and the head of the German Technical
Cooperation Society's (GTZ) Project for Countries in the Region,
Cornelia Alter, signed an agreement on DEM 1,750,000 Germany will
grant Croatia through the GTZ to start updating its cadastral
system.
The two-year agreement refers to the modernisation of Croatia's
cadastral system and the establishment of legal security in real
estate trade. Under the agreement, the reform of the cadastral
system and land registers will be conducted on two test locations,
in Labin and Karlovac. The project should be completed by the middle
of next year.
The Labin test project will be implemented under the name "Space
Management in Croatia" and it is aimed at reforming the town
cadastre and land registers which will serve as a cadastral reform
model for the entire country. This project is the first but
important step toward establishing a modern digital cadastre in
Croatia, GTZ's Cornelia Alter said.
The head of Croatia's State Geodetic Administration, Zeljko Bacic,
reminded that the Croatian government faced a huge job of reforming
the cadastral system. A five-year programme, aimed at the reform of
the real estate cadastre, worth 908 million kuna, should be
submitted to the government in May, Bacic said.
Deputy Environmental Protection and Zoning Minister Ronald Zuvanic
said that without an organised cadastre and land books it would not
be possible to adopt legal regulations on construction, simplify
the issuing of construction permits and increase the efficiency of
cadastral services.
