BELGRADE, April 5 (Hina) - Yugoslav President Vojislav Kostunica and UN Mission chief to Kosovo, Hans Hekerup, on Thursday pointed out the normalisation of life in this Yugoslav province meant elections and the passing of a temporary "constitutional arrangement", as well as the return of a certain number of non-Albanian refugees. After the talks in Belgrade Kostunica confirmed his country was prepared to participate in the drawing up of a temporary constitutional arrangement for Kosovo, for which Hekerup said would not step out of the framework of the UN Resolution 1244 on Kosovo. He expressed wish that Serbs participate in electoral preparations and institutional bodies. Hekerup also asserted Serb refugees could for the moment only return to Serb enclaves for reason of safety. Kostunica on Wednesday night received a delegation of families of missing Serbs who demanded of him to see that imprisoned Albanians not be released from prisons until light is shed on the whereabouts of the missing Serbs. Before Hekerup arrived, Kostunica promised them he "will not even allow the issue of imprisoned Albanians in Serbia to be mentioned until at least one missing Serb is found".
