ZAGREB, March 23 (Hina) - A delegation of the Warsaw-based Office for Democratic Institutions and Human Rights (ODIHR) on Friday toured the Croatian parliament, the Sabor's press office stated. The ODIHR delegation arrived in Croatia
to be acquainted with the situation ahead of the local elections. The delegation's members said Croatia was undergoing important democratic processes which could also be seen in the current parliamentary debate on the constitutional changes and on the adoption of an electoral law. They were received by Ivan Aralica, a deputy speaker of the House of Counties (upper house), and Ivo Fabijanic, a member in the House of Representatives (lower house). Aralica informed them of the entire situation in relation to the proposal that the House of Counties should be abolished. He cited arguments of the sponsors of the draft act under which the House would be dissolved and arguments
