MOSTAR, March 19 (Hina) - Overcoming the constitutional and political crisis in Bosnia-Herzegovina requires primarily the consistent implementation of the Constitutional Court's decision on the country's three peoples being
constituent throughout Bosnia-Herzegovina's territory, the president of the Croat National Assembly, Ante Jelavic, told Hina on Monday. "This requires," he added, "the standardisation of individual and collective rights, which would be the basis for changes to the Constitution and the drawing up of a permanent election law, after which a free and democratic election could take place." political crisis in Bosnia-Herzegovina requires primarily the
consistent implementation of the Constitutional Court's decision
on the country's three peoples being constituent throughout
Bosnia-Herzegovina's territory, the president of the Croat
National Assembly, Ante Jelavic, told Hina on Monday.
"This requires," he added, "the standardisation of individual and
collective rights, which would be the basis for changes to the
Constitution and the drawing up of a permanent election law, after
which a free and democratic election could take place."
The leader of the Croat National Assembly will present his
initiative to the Co-ordinating Body of the Inter-Cantonal and
Inter-Municipal Council and the public.
The basic principles which should be incorporated in the new
constitution and which should guarantee the permanent quality of
being constituent to the Bosnian Croat people are, according to
Jelavic, "the right and possibility for Croats to elect their
representatives to the House of Peoples and for Croat parliamentary
deputies to elect the Croat member of the BH Presidency. Also, the
principle of parity, consensus and rotating presidency should be
introduced in joint institutions and Croats should be able to
protect their national interests in the parliament's lower house,
which requires a two-third majority."
Commenting on the organisation of the future state army, Jelavic
believes the army should be a joint force consisting of three ethnic
components, including the Croat component.
