changed and the international community will resolutely oppose
every attempt to introduce parallel bodies of authority in Bosnia,
the head of the United Nations Mission to Bosnia said on Saturday.
The Dayton peace accords will not be subject to further
negotiations either under threat or one-sided breaches of the
Bosnian Constitution, Ambassador Jacques Klein said in a statement
written on the occasion of yesterday's proclamation of Bosnian
Croat self-government.
Klein further says the recent past of this region clearly shows that
the rights of citizens are protected by a universal rule-of-law and
not the selfish and corrupt government of those who claim they are
the only representatives of an ethnic community.
The statement, delivered to Hina, reminds the UN Mission thus far
has invested considerable effort to eliminate parallel structures
of authority in Bosnia which hampered progress in judicial and
police performance.
Such practice will be pursued in the future, and every group and
individual attempting to establish parallel institutions again
will be stopped, Klein said, adding cooperation could achieve much
more in protecting the interests of Bosnia's Croats.
The southern town of Mostar yesterday hosted a Bosnian Croat
People's Assembly, which proclaimed a temporary Croat self-
government in areas mostly populated by Bosnian Croats as a form of
protecting the their national interests until full constitutional
and true equality of the Croat people in Bosnia is secured.
