considered the protests legitimate but advocated that problems be resolved within the institutions of the system. The rally was organised by a national body coordinating war veterans associations, which are protesting an arrest warrant issued for Mirko Norac, a retired general suspected of war crimes committed against civilians in 1991. According to Zagreb police, they expect 10,000-15,000 people. By 11.30 hours, about 1,500 had rallied at St. Mark's Square, hurling abusive language at the head of state and the prime minister.
