According to estimates, the number of addicts in Croatia increases by 1,500 each year. There are currently about 13,000 registered addicts, 2.7 percent per 1,000 inhabitants, which is on the level of several west European countries. The new bill regulates measures for the prevention of unauthorised substance use because experience has shown that investing in prevention achieves more than punishing addicts. assistance to addicts.
Assistant Health Minister Ante Barbir said a new bill, founded on
the national substance abuse prevention strategy, was moved
because the laws in force were obsolete and incomplete.
According to estimates, the number of addicts in Croatia increases

and implement measures and activities aimed at the prevention and
