In a statement issued on Thursday in reaction to claims that Annex
VII of the Dayton Agreement, which guarantees the right to a free
return to all refugees and displaced persons, would be fully
implemented soon, the ministry said it was unrealistic to believe
the process could end as early as next year.
Along with the problem of one million people who seven years after
the war have not managed to return to their pre-wart homes, Bosnia
also faces the problem of reconstruction of more than 60,000 houses
and flats, the ministry said. Of 254,730 repossession requests, the
authorities have to date solved 163,000.
