ZAGREB, Nov 12 (Hina) - A spokeswoman for the ICTY prosecution has welcomed the Croatian Constitutional Court's assessment that it is not competent to decide against individual decisions by any UN body, and that guilt for crimes may
be proven solely in proceedings before the tribunal which issued the indictment.

Talking to Hina over the telephone from The Hague on Tuesday,
Florence Hartmann said it was good that the Constitutional Court
had established it was not within its jurisdiction to rule on
whether an indictment complied with the Constitution, and that it
did not question Croatia's commitment to cooperation.
As regards the Court's assessment of whether military operations
complied with the Constitution, Hartmann said the prosecution of
the UN war crimes tribunal did not address the legality of military
operations.
The International Criminal Tribunal for the former Yugoslavia
(ICTY) deals with violations of international humanitarian law
committed during armed conflicts, Hartmann said.
