After Kosovo's first municipal election, organised by
international missions two years ago, the then U.N. civil
administrator, Bernard Kouchner, decided to appoint Serb
representatives to municipal institutions after they boycotted the
elections.
There are no plans to appoint Serb representatives to municipal
assemblies, spokeswoman for the UNMIK Susan Manuel told reporters
in Pristina. She said the incumbent civil administrator, Michael
Steiner, would strictly abide by this standpoint and would not
appoint Serbs, because they had ignored his calls to go to the
polls.
