recent general vote to urgently form authorities "without
electoral engineering". #L#
"Welcoming the efforts of High Representative Paddy Ashdown to
finally initiate quality changes in the country, the HDZ Presidency
calls on all electoral winners to urgently, without electoral
engineering, constitute all bodies of authority so that Bosnia-
Herzegovina could become a modern, law-based and secure country for
all citizens," reads a party statement.
The three national parties in the country, the HDZ, the Party of
Democratic Action and the Serb Democratic Party, which together
with the Party for Bosnia-Herzegovina won the largest number of
votes, have opposed possible attempts at electoral engineering to
give, through so-called compensation mandates, seats in the
federal and state parliaments to parties which lost the elections.
The state electoral commission has confirmed that it will give
compensation mandates to parties which in the October 5 vote for the
state and entity parliaments did not pass the election threshold of
three percent.
