Steiner told Serbs in the town's north that he guaranteed there
would be no invasion from the southern part of the town (where
Albanians live), and requested that people be withdrawn from a
bridge connecting the two town parts.
Steiner advocated a joint administration of the town, and in order
for this to be achieved, he asked for the forming of a coalition of
Albanian and Serb political parties in elections so as to prevent
outvoting in the joint Kosovska Mitrovica Town Assembly.
Steiner promised Serbs a decentralisation of power, but warned that
this was impossible to achieve without their participation in
municipal authorities.
Steiner also guaranteed Serbs a donors' conference, under the
condition that they assume the commitments from his plan.
He also asked Kosovo Serbs to dissolve parallel structures and that
they be integrated into Kosovo institutions.
Now is the time to determine the future of Kosovska Mitrovica,
Steiner said, adding that it was up to Serbs to decide whether they
opted for a stalemate or changes.
