aggravate possible talks between the two countries' prime ministers and their governments.

In any case, both sides should try to avoid all contentious
situations in order to give the two governments enough manoeuvring
room to start new negotiations or sign an agreement on
international arbitration, Tomcic said after talks in the Croatian
government at which Prime Minister Ivica Racan informed the heads
of the ruling coalition of the latest incident in Piran Bay, which
happened today.
Asked to comment on Opposition requests to back out of an initialled
border agreement with Slovenia and explain why the agreement cannot
be dismissed, Tomcic said that an initialled document was not
binding in legal terms.
"I see no reason why we should try to outwit each other about basic
legal issues and formulas," he said.
