In an annual report published on Thursday evening, Nowicki said
that the UNMIK created obstacles to the full protection of human
rights by introducing regulations which provide legal immunity to
their employees and KFOR members.
The 34-pages report says that the UNMIK does not respect democratic
principles and is not acting in line with the rule of law. Nowicki
also criticised the UNMIK for failing to respect international
standards for human rights.
UNMIK spokeswoman Susan Manuel said that some conclusions from the
report were not based on facts, Kosovo's daily in Albanian "Koha
Ditore reported.
The UNMIK spokeswoman said great progress had been made in
establishing institutions and the rule of law in Kosovo.
