ZAGREB, July 10 (Hina) - The Croatian government believes that the introduction of a new system of subsidiaries in the farming and fishing will help accomplish many goals in the agriculture and have a positive effect on the entire
economy, Agriculture Minister Bozidar Pankretic told the parliament on Wednesday.

He informed MPs of a final draft of a bill on the government support
in the agriculture and fishing.
The bill envisages four models of subsidiaries: one will remain
similar to the existent system, the second model will be the support
to farms with the elderly people, the third will be oriented to
investment and assistance to commercial producers and the last one
is the assistance in the development of rural areas.
Thus the system will divide the farms into two categories: one of
them are competitive on the market and the other are non-
commercial.
The non-commercial, which are actually farms with elderly
residents, will receive a fixed annual amount on the condition that
the households with the old people use not more than three hectares
of the arable land. This condition is set to the effect that small
households transfer their resources to market-oriented farms, the
minister said.
After a transitional period, commercial farmers are to be included
into the Value Added Tax (VAT) system and this move is described by
Pankretic as a measure against the grey economy.
The draft act should go in force on 1 October.
