BELGRADE, July 3 (Hina) - The European Union will increase its financial assistance to Serbia and Montenegro by a third, but this help is strictly related to the application of an agreement between the two countries, EU Commissioner

BELGRADE, July 3 (Hina) - The European Union will increase its
financial assistance to Serbia and Montenegro by a third, but this
help is strictly related to the application of an agreement between
the two countries, EU Commissioner Chris Patten said on Wednesday
following a meeting in Belgrade. #L#
The EU, Patten said at a press conference, is generous but also a
speedy donor considering that since October 2000 Serbia has
received over 380 million euro from EU countries.
The assistance will continue to be tied to conditions that the EU
presented to Yugoslavia, primarily full co-operation with The
Hague tribunal, as well as constant progress on key issues such as
civil control of the army and security forces and regulating
relations between Serbia and Montenegro, that is the adoption of a
constitutional charter for the future community, Patten said after
which Yugoslavia could begin negotiations on stabilisation and
association to the EU.
Patten explicitly stated that he expected significant progress in
the work on the constitutional charter of the future community of
Serbia and Montenegro. Patten met with most of the highest ranking
politicians in Yugoslavia.
