between Serbia and Montenegro. In a text published in Belgrade's daily Blic and Podrogica's daily Vijesti, Solana called on both states to fulfil their obligations quickly and with determination.
BELGRADE, May 17 (Hina) - The European Union High Representative
for foreign affairs and security, Javier Solana, is concerned with
the standstill in the adoption and implementation of an agreement
on relations between Serbia and Montenegro. In a text published in
Belgrade's daily Blic and Podrogica's daily Vijesti, Solana called
on both states to fulfil their obligations quickly and with
determination.#L#
Solana said he had recently become aware of the risk of momentum
lost in the solving of relations between Serbia and Montenegro,
because the Yugoslav parliament had delayed a debate on the
Belgrade agreement, while the Montenegrin and Serbian parliaments
were yet to appoint members to the constitutional commission.
Expressing concern with such a development of events, Solana said
it would be contrary to the interests of both peoples should
progress towards a new constitutional charter become a victim of
the rivalry among political factions. Solana called on the
authorities in Belgrade and Podgorica to take the initiative and
added the European Union would help in turning the agreement into a
success.
The date of the Yugoslav parliament session at which the agreement
should be discussed has not yet been set. According to assessments,
it is already clear that it will be difficult to gather enough votes
to adopt the agreement, because the Democratic Christian Party of
Serbia, led by Serbian Justice Minister Vladan Batic, said it would
vote against it.
