Addressing a Labour and Welfare Ministry seminar on changes to labour and welfare legislation, Racan said the reform could not be effected through social conflict. The government will persevere with the reform, despite resistance, lack of understanding, and the defence of the status quo, in order to ensure economic growth and access to Europe, he said.
