the time it lost so far to its advantage by learning on other countries' mistakes, reads a conclusion presented at an international conference held in Zagreb on Thursday.

Croatian Assistant European Integration Minister Marija
Pejcinovic Buric on Thursday afternoon closed the day-long
conference called "The Stabilisation and Association Agreement -
from Cooperation to Joining" at which domestic and international
experts discussed political, economic and legal aspects of the
SAA.
The conference was held two weeks after the European Commission
announced the first report on Croatia with whom it signed the first
institutional framework - the SAA - in 2001.
