The federal government, which should on Tuesday night adopt the
draft law harmonised by the Montenegrin Socialist People's Party
and Serbian ruling coalition DOS, "does not have the capacity" to
apply laws, so the republic's interior ministry will deal with the
issue, Djindjic told reporters Tuesday.
The implementation of laws is Yugoslavia's internal issue,
Djindjic said. "Cooperation is gauged by actions, not words,
therefore, the Hague tribunal should not concern itslef with our
laws," he said.
Djindjic told reporters he did not expect "a drastic expansion of
the list of indictees," nor that the list would contain the names of
people well-known in the public. He did say, however, that he
expected indictments against some Kosovo Albanians to be issued.
"We have shown our will to cooperate. This is more important than
whether some people will end up in The Hague, since they would end up
there with or without a law. By passing this law we will have the
opportunity to decrease the number of requests and draw a line. This
is why this law is important," Djindjic said.
He said that proceedings against indictees for war crimes would be
held "within two to three months before our courts".
