ZAGREB, Feb 27 (Hina) - The Croatian parliament on Wednesday discussed a draft law on the lifting of the obligation to pay participation fees, and MPs requested higher property qualifications for pensions and agricultural workers.
Explaining the draft, Health Minister Andro Vlahusic said the new Law on Health Insurance, in effect since January 1, envisages the establishment of property qualifications below which citizens would be exempt from paying participation fees. The bill envisages the lifting of the obligation for children under 18 years of age, pregnant women, psychiatric patients, invalids with 80 or more percent of disability, as well as people from families whose income is less than 1,330 kuna per family member. A basis of 1,700 kuna was suggested for single pensioners who would also be exempt from paying participation fees. Some MPs of the Opposition suggested that property qualifications be

The health minister replied this was hardly implementable, for who
would be paying participation fees then, he asked.
