DEFENSE MINISTER SPEAKS ON REORGANISATION OF DEFENSE FORCES

ZAGREB, Feb 22 (Hina)- Participation in the Homeland war will be an important criterion in the reorganisation of the Croatian Army, Defense Minister Jozo Rados said at a parliamentary discussion on a bill on service in the defense forces on Friday. Answering Jadranka Kosor of the Croatian Democratic Union (HDZ), Rados said the reorganization is aimed at keeping 25,000 members of defense forces, of which 22,000 soldiers and 3,000 civilians, while the ministry would employ 1,000 workers. Speaking about a proposal to prohibit political engagements of active military persons, he said there were cases in the past when military persons in uniforms "could be seen on meetings of political parties". Discussing the bill, representatives made objections to the system of promotion of officers to higher ranks, asking that the parliament, too, become a part of a chain of the conferring of the highest officer ranks. The parliament also discussed a bill on production, repair and trade of armament and military equipment (NVO) which should, said Rados, introduce order in the field. Minister said a large number of very complicated contracts has been found in the military production segment, the production being elementary. Parliamentary benches supported the government's intention to form an agency which would supervise the production, import and export of NVO, aiming at managing a unified data-base on imported and exported NVO.
