on the implementation of constitutional changes. OHR spokesman Kevin Sullivan said implementing the Bosnian Constitutional Court's decision on all three peoples being constituent throughout the country was the key test of the political maturity of the country's two entities. Discussions on how to implement the constitutional changes have not brought the views of the interested parties any closer yet. Bosniak and Croat politicians insist on the establishment of a House of Peoples in Republika Srpska, while Bosnian Serb representatives resolutely dismiss that possibility. In a separate statement to Sarajevo's Dnevni Avaz daily,
Petritsch's spokeswoman Alexandra Stiglmayer said the issue would
have to be solved very soon because the constitutional changes had
to be implemented by the end of March. She did not exclude the
possibility that the High Representative could eventually impose
solutions if the interested parties failed to reach an agreement.
However, she stressed the adoption of those decisions would be
tough and it would require consultations with the steering
committee of the Peace Implementation Council in the country.
