NEW YORK, Jan 19 (Hina) - U.N. Secretary-General Kofi Annan on Friday forwarded a letter to the General Assembly which should decide on Yugoslavia's debt to the UN budget. Annan's spokesman Fred Eckhard would not discuss the letter in
detail. He said the Yugoslav authorities owe the UN over 16.2 million. According to the spokesman, Annan suggested several solutions. According to a UN charter, a country which fails to pay its contribution to the UN budget can lose the right to make decisions in the General Assembly.
