ZAGREB, Nov 6 (Hina) - The Telecommunications Council cannot pass decisions on inviting tenders or allocating licences without the government's consent, the Croatian government decided behind closed doors on Thursday. #L# The government today amended the Law on Telecommunications with a decree, which Communications Minister Roland Zuvanic said was adopted because not all the required bylaws had been adopted and the work of the Council was not transparent.
