announcement of construction of a monument to the homeland was pre-

A monument to the homeland is necessary and the idea to build it is
not questionable, but the timing is, Janjic said.
"Racan's announcement of construction of a monument to the homeland
is an insincere message to the Croatian public, and it was not sent
by chance now, in pre-election time," Janjic said.
He added that Racan would start a number of projects during pre-
election time so he could ask voters to give him a new mandate to
complete them.
