Croat refugees.

The government should take action by recognising and protecting
ownership rights, he said, adding that the Penal Code should
include a provision stipulating that the plunder of property after
the temporary occupation thereof is a crime.
Pupovac urged rescinding provisions under which the temporary
users of others' property may wait for lengthy periods of time to be
provided with alternate accommodation.
Croatia has been tolerating the plunder of ethnic Serbs' property
after the 1995 liberation operations Flash and Storm and is
evidently incapable of securing compliance with the rule of law,
Pupovac said, adding this was impermissible.
