ZAGREB, July 14 (Hina) - The Croatian Democratic Union (HDZ) is against the decriminalisation of the possession of drugs for personal use and is unhappy with how the Penal Code has been amended to allow that, the party's vice
president, Jadranka Kosor, said on Monday.

The Penal Code is poor and the HDZ will change it when it wins a
majority in parliament with its partners, she said, adding that
before the Code was amended, the possession of illegal drugs was a
crime as it is in most European countries.
HDZ whip Vladimir Seks said the party had written to the head of
state, urging him to reject the amendments because organic laws,
such as the Penal Code, had to be adopted by a majority of 76 votes
rather than 58 as was the case. Seks said the HDZ would also urge the
Constitutional Court to assess whether the amendments had been
adopted according to the Constitution.
Asked about Penal Code provisions against the displaying of symbols
of totalitarian regimes, Seks said the HDZ had moved an amendment
criminalising the propagation of any totalitarian doctrine or
movement calling for violence and human rights violations.
The Code explicitly mentions only fascism and Nazism, which is not
good because courts and state prosecutor's offices will be left
with the hot potato of having to determine which regimes were
totalitarian, said Seks.
He declined to answer whether he would extradite General Ante
Gotovina to the war crimes tribunal for the former Yugoslavia in The
Hague.
