Racan recalled that more than two-and-a-half years ago he had
advocated a government with 12 ministries and 13 to 14 members, a
government with offices and agencies which would be paid according
to efficiency.
Such a government would not have vice-premiers, but state
secretaries and ministers and a strong premier's office, Racan told
reporters.
The new bill will define the government's authorities, but will not
interfere with its relationship with the parliament, which is
defined in the Constitution, said the PM.
The ruling coalition, as well as the opposition in parliament, will
have to reach an agreement on the bill before it is put to the
government, he said.
Passing a new law on the government, as part of the state
administration reform, is necessary for its adjustment with the
parliamentary democracy system. The existing law was drafted for a
semi-presidential system, he added.
The bill should provide an answer on how to have a more efficient
government with fewer ministries, Racan said.
