The first meting was with a delegation of the Operation Evaluation
Department (OED), at which World bank representatives voiced
interest in Croatia's assessment of the efficiency of World Bank
activities, as well as problems in some of the labour ministry's
departments.
During the second meeting focusing on a draft Programme Adjustment
Loan (PAL) for Croatia, ministry representatives were presented
with a programme which will be supported by a number of PAL loans,
the labour ministry said in a statement.
Minister Vidovic said the reform of the pension system was the most
important project with many successes. He added that the reform of
the welfare system needed changes directed towards
decentralisation, desetatisation and deinstitutionalisation of
the system, with as much cooperation with the private sector and
non-governmental organisations as possible.
In the past years, the World Bank has developed programme loans for
adjustment as support to the second generation of structural and
institutional reforms.
The Croatian minister presented to World Bank representatives the
basic principles and guidelines in the process of implementing the
reform of the welfare system. He stressed that an active social
state was a goal to which Croatia should aspire.
"Unfortunately, Croatia is undergoing a process of delayed
transition which has caused numerous obstacles in the
implementation of reforms for which more time will be needed," said
Vidovic.
