The relevant period for the Constitutional Court to determine that
proceedings are too lengthy is from November 1997 when by entering
the European Union, Croatia bound itself to protect the right to a
fair trial within a reasonable time frame, as one of the basic human
rights.
The court's judges will take into consideration a date before this
time frame only in exceptional cases, i.e. if proceedings are
drastically long. Such has also been the practice of the European
Court of Human Rights in Strasbourg.
