ZAGREB, April 29 (Hina) - Croatian President Stjepan Mesic and Justice Minister Ingrid Anticevic Marinovic on Tuesday reached agreement on all paragraphs of the new amnesty law which the government will soon send into parliamentary
procedure.

agreement on all paragraphs of the new amnesty law which the
government will soon send into parliamentary procedure. #L#
"We have agreed on all paragraphs and I believe that this will
eliminate misunderstandings in the application of the institute of
amnesty and that it will be applied as in all organised, law-based
states," Mesic said after the meeting.
Minister Anticevic Marinovic said the amnesty law was part of the
judicial reform and attempts to facilitate the work of courts since
amnesty applications would no longer be filed with courts, but with
the Justice Ministry. Once a final decision is passed, courts will
no longer deal with amnesty, she said.
The minister said the new law regulated which documents the Justice
Ministry was obliged to collect so that amnesty, which depends
exclusively on the President's discretion, could be as transparent
as possible.
In passing decisions on pardon as acts of mercy, the President of
the Republic is not limited by the opinion of the competent minister
or of the commission on amnesty he chairs.
