The Serbian government should carefully justify each measure it
took within the state of emergency, the HRW said in a letter
forwarded to Serbian Premier Zoran Zivkovic. The organisation also
stressed that all forms of the reduction of human rights must be
limited to last only while absolutely necessary.
Serbia imposed the state of emergency on March 12 immediately after
the assassination of Premier Djindjic. The authorities have not yet
arrested the perpetrators, but with powers of the state of
emergency they detained about 1,000 people.
