ZAGREB, Feb 27 (Hina) - The planning and the management in the public health sector, reforms in health institutions, responsibility of those who manage those institutions, and the improvement of professional work as well as the
precise definitions of the scope of activities and responsibilities during a strike are some of the basic issues regulated by a draft act on health protection, which the Croatian government on Thursday forwarded into parliamentary procedure.
ZAGREB, Feb 27 (Hina) - The planning and the management in the
public health sector, reforms in health institutions,
responsibility of those who manage those institutions, and the
improvement of professional work as well as the precise definitions
of the scope of activities and responsibilities during a strike are
some of the basic issues regulated by a draft act on health
protection, which the Croatian government on Thursday forwarded
into parliamentary procedure. #L#
The draft act is aimed at the rationalisation of the system, which
could be achieved by the reduction of the existing seven state-run
health institutions into three.
Health Minister Andro Vlahusic said the draft law also provided for
the responsibility of those who badly managed hospitals and caused
some losses, while the practice had so far been that losses should
be covered by funds from the state budget.
The document regulated a procedure in case of strike. Work stoppage
would not be allowed in emergency units. Within three days upon
receiving the information about the start of the strike, the health
ministry, respecting the opinion of unions, should define
activities which would have to be carried out regardless of the
strike.
