In a statement, read by the president at a formal session, the
Security Council confirmed its full support to the policy
"standards before status" which sets objectives in eight key
fields: the functioning of democratic institutions, rule of law,
freedom of movement, return of refugees, economy, property rights,
dialogue with Belgrade, and the Kosovo Protection Corps.
Fulfilling those goals is crucial for the start of a political
process which will determine Kosovo's future in line with
Resolution 1244, said Guenter Pleuger, German representative with
the UN, who is chairing the Council in February.
The Council said that all communities must invest more efforts in
the strengthening of multiethnic dialogue and starting the
reconciliation process, including full cooperation with the UN war
crimes tribunal at The Hague, the German diplomat said.
