The consortium on Thursday also asked the Council of the Croatian Telecommunications Agency to send it an explanation of its decision of 19 October before it invited new tenders.
The consortium wants to know why its offer, which was the only one sent to the council on time, was given 390 points in light of the fact that the minimum required amount of points was 400.
On 19 October the Council stated that it had turned down the bid of Tele 2 because it did not meet the necessary conditions. On the same day, the company expressed surprise at such a decision announcing possible legal action.
The Council today held a session at which it decided to invite new bids for mobile telephony operation licences, including bids for the third national operator. The invitation will be published in the media on Friday.
After the session, Council chairman Gaspar Gacina declined to comment on the consortium's open letter, adding that the Council would soon forward the answer in writing.
