The elections are held according to the proportionate representation system, with a threshold of three percent, while mayors and municipality heads are elected according to the plurality system in two rounds.
Elections in the northern Serbian province of Vojvodina are held according to the combined election system, with a half of deputies (60) in the province's parliament being elected according to the plurality system, and the other half according to the proportionate representation system. The election threshold is five percent. The entire Vojvodina is a single constituency with 1,600,000 voters.
As regards minorities, they will participate in the division of mandates even if their lists win less than five percent of the vote, but they will have to win at least as many votes as required for the election of one deputy (15,000-20,000 votes).
According to opinion polls, most voters support the Democratic Party led by Boris Tadic and the Serb Radical Party of UN war crimes tribunal indictee Vojislav Seselj.
Polling stations open at 8 am and close at 8 pm, when the three-day media blackout ends.
