criminals.

Bosnia's integration into Euro-Atlantic structures is questionable
until the apprehension of war crimes suspects, Javier Solana said in
an interview to the Banja Luka-based 'Nezavisne Novine' paper. Solana
also spoke of obligations which Sarajevo had to fulfill in relation to
the Council of Europe.
The European Union's official went on to say that progress and
consolidation of the central institutions of authorities in Bosnia
were also a condition for the country's coming closer to NATO and EU.
In this context, he criticised representatives of the Bosnian Serb
entity who opposed the establishment of the state-run information and
protection agency (the so-called SIPA). Bosnia would remain a haven
for criminals unless this agency, also called Bosnia's FBI, be
established, he said.
