The two bodies also called for the introduction in parliament of the
institution of ombudsman, who would monitor incidents of hate speak
and report them to the parliament.
Council chairman Slavko Goldstein described the two initiatives as
deterrents, saying that in the struggle against hate speak an emphasis
should be placed on education and public debate, while punishment for
incitement to hatred should be a last resort.
