He told reporters in Sarajevo that was one of the fundamental
conditions which NATO set in order that Bosnia's admission into the
Partnership for Peace programme be discussed at a summit in Istanbul
in June.
The obligation to actively cooperate with the ICTY refers to
Bosnia-Herzegovina but in reality it refers to Republika Srpska
authorities, Ashdown said.
The authorities of Republika Srpska must show by June that they are
really cooperating with the Hague Tribunal. This means that Bosnian
Serb authorities must show that they are resolutely engaged in the
process, Ashdown said.
The High Representative told Bosnian authorities they must appoint the
first state defence minister and military chief-of-staff by early
February at the latest if they wish to enter the Partnership for Peace
programme.
Officials in Bosnia are conducting a political debate about the
appointment of the first post-war defence minister in Bosnia. Muslims
request that their representative be appointed, while Serbs insist
that the defence minister be a Bosnian Serb.
