The central memorial service for military and civilian victims of war will take place outside the Vukovar General Hospital on 18 November, the day when 14 years ago the Serb forces broke the town's defences.
According to figures from the Vukovar General Hospital, 3,462 people were killed or wounded in Serb attacks on the town in the autumn of 1991.
About 22,000 non-Serbs were driven out of the town after the Serb occupation and some 10,000 went through Serb-run concentration camps.
Croatia is still looking for 510 persons unaccounted for from the war in the Vukovar region.
