Ghanem, the Secretary of the General People's Committee of the Great Socialist People's Libyan Arab Jamahiriya, will be the first Libyan head of government to visit Croatia.
The last senior Croatian official to visit Libya was President Mesic, who made a visit to the North African nation in August 2003.
Libya was the first non-European country to recognise Croatia as an independent state on 16 March 1993. Ten years later it opened its embassy in Zagreb.
Ghanem's visit comes at a time when projects agreed during Mesic's visit to Tripoli are expected to be implemented.
