ZAGREB, July 19 (Hina) - Parliament Speaker Vladimir Seks said on Tuesday he could not have prevented the killing of Serb civilians in the eastern city of Osijek in 1991 and that he had not had either the possibility or authority to do so.

Seks was speaking in a Croatian Television evening programme together with Ivica Racan, the leader of the strongest opposition party, the Social Democrats (SDP).

Seks was commenting on claims by Branimir Glavas, who was ousted from the ruling Croatian Democratic Union (HDZ). Glavas said he could do nothing without Seks's knowledge in 1991, including the murders that were recently ascribed to Glavas.

Seks said he headed the Osijek Crisis Headquarters for only 55 days and left it, as well as the city, in the first half of September 1991.

He recalled that at that time, chaos ruled in Osijek because the entrances to the city were blocked and the city was constantly under blackout and being shelled.

Seks said various groups and individuals were active in Osijek at that time and that nobody had control over them.

He went on to say that nobody at the Crisis Headquarters was giving any orders, or had any information about the torture and murder of Serb civilians, of which some witnesses recently publicly accused Glavas, who at that time was chief of the National Defence Office.

Seks said information about the killings first became public in November and December 1991, when he was already in Zagreb, preparing documents for Croatia's independence.

Asked why he condemned an investigation against Glavas in 2003 as an attack on the HDZ, Seks said that was an attempt to impose on Glavas, and indirectly on Seks, responsibility for the murder of civilians in Paulin Dvor, which he added neither of them had anything to do with.
